中華民国智障者家長総会（知的障害者親の総会）

日本津久井やまゆり園事件の後、台湾が鑑みるべきこと
2016.07.30

日本の神奈川県が2016年7月26日の夜中に第二次世界大戦以降、最も犠牲者の多い殺人事件が起きたことに私達は悲しみを感じます。それに、今回の事件で、日本はどう対処するかを観察し、台湾の現況と照り合して考え直すべきです。本会も今後この件に対し、フォローアップし続けます。

どの命でも独特な存在です。障がいがどれだけ制限を設けても、我々は一生成長、衰退そして適応の変化を受け続けています。子どもが母体から出られるということはこの命はすでに現実世界で生存競争に挑む基礎を持っていると信じています。誰一人もが勝手に他人の命を奪うことができません。

介護の労働力を増加、介護のストレスを減少するように
衛生福利部社会及家庭署の統計から見ると、2015年年末に、台湾の障がい者手帳や証明をお持ちしている方は1,155,650人（約総人口の4.9％）、その中、各タイプの障がい者支援施設でサービスを利用していた方は18,744名です。デイサービスを利用していた方は6,067人、時段性サービスを利用していたのは985人、２４時間入所対応型及び夜間対応型サービスを利用していた方は11,692人です。それに対し、障がい者サービスの現場で介護の労働力はたったの9,263人（看護士582人、介護福祉士3,245人、生活支援員2,654人、ソーシャルワーカー646人）。その中、介護福祉士と生活支援員の勤務時間はは三交替の配置が必要だが、計算すれば平均的な介護の比率は１：１０を上回ります。さらに、夜間勤務は１：１５より高い恐れがあります。このような介護の労働力は本当に需要に応じることができるのでしょうか。

介護が需要に応じない場合は、施設管理のリスクが高まる、そして介護の質、介護する人とされる人の安全、事故…などが発生する可能性があります。施設は管理するために、生活エリアと活動の選択を制限し、生活は施設内に限られていて、介護する人もされる人にとって「施設化される」という現象が生じるかもしれません。利用者のＱＯＬ（生活の質）の向上、「施設化」現象を抑えようとすれば、介護現場の職員の増加、生活エリアを施設からコミュニティへという必要があります。積極的な支援方法を導入し、利用者にもっと決定に参加する機会と可能性を与えましょう。

政府はコミュニティ生活の支援へ受諾する必要があります。福祉．介護人材の養成と導入、コミュニティの支援措置に取り組む、介護士への支援サービス、及び専門能力の上昇などが含まれています。

リスクマネジメントは完備なのか？
今回の事件は過去に論争があった施設のリスクマネジメントの議題が改めて注目を集めました。事件の容疑者は元職員であるが、施設は職員の言動に異変があると気づいた際、早い段階で思わぬ事件の発生を予防する対応かシステムがあるのか？メンタルケアのシステムはどう取り組むのか？介護のストレスは度外視してはいけません。

社会福祉施設の上位機関である「衛生福利部社会及家庭署」は施設に緊急事態に対する対応法や対策を定めると要求したことはあるが、主に天災（地震、台風…）や火災、伝染病など標的な項目に関する内容が多かったです。施設に人質をとるか身の安全事件の予防と対処などは発生する確率が低すぎるため、制定、模擬訓練が必要な項目に入れていないのです。

本会は国から施設と地域の警察機構との連携体制を構築することに協力し、リスクマネジメントを監督する責任を取ること、そして施設は事件の予防と対処を緊急事態の範囲に入れ、安全意識を高める必要があると主張します。

最新の日本のニュースで、支援施設はすでに警察機構と連携し、模擬訓練をし始めたことが分かりました。このような事件に対し、我々はそこから経験と教訓を学ぶべきです。

本会もマスコミに対し、社会責任を果たすことを願っています。今回の事件でメディアは日本の報道をそのまま使うのですが、部分的なネットメディアが人騒がせな見出しで報道しました。例えば「日殺人魔犯罪の動機は？学者：彼は寂しがっている」、「日本神奈川県の福祉施設に驚愕な首を刎ねまくることが　少なくと１５死亡４５負傷」、「神奈川県福祉施設首刺し魔　過去に障がい者を安楽死と主張」、「日メディア：神奈川県殺人狂が障がい者を仇視」
「殺人魔」「刎ねまくる」「首刺し魔」などを見出しにし、犯罪現象を人騒がせな見出しで羅列し、過激な用語で容疑者を表すことは社会に不安が広がるし、障がい者及び家族にも恐怖を感じさせるので、メディアの皆さんはクリック率を注目する以外に、相応しくない見出しを撤回し、ニュースの客観的な立場に戻り、事実を述べてください。

地域共生社会は理解から
台湾は今障がい者証明(旧：障がい者手帳)を所持し、且つ知的障がいである人は約総人口の2％を占めています。障がい者証明(旧：障がい者手帳)の所持者数からみれば、約半分近くの障がい者は国の認定調査を受けていないし、国からの福祉サービスを利用することもできません。更に知的障がい者を例にしてみれば、2016年第一四半期のデータによると、２４時間入所対応型介護施設か、夜間対応型介護施設を利用する人数は11,971人で、知的障がい者の全人数の10％未満です。つまり、多くの知的障がい者は家族と一緒に暮らし、コミュニティの中にいるのが現状です。
地域共生はごく一般の存在になる現在、地域共生社会の構築は真実の理解から始まります。分かり合うことが受け入れることの礎です。知的障がい者と家族の皆は自分の周りの人に知的障がい者のことを分からせるよう、私達は励みます。知的障がい者の長所と制限を分かる人は親だけでは足りません。身の周りの人たちにも知的障がい者のことや多元性をもっと分からせるべきです。（原文）

日本の津久井やまゆり園が襲撃されたこと、１９人が亡くなり、２６人が重いけががあることを聞きました。僕はものすごく悲しく、怒りの気持ちでした。その施設は知的障害者にサービスを提供しているそうです。多くの利用者さんは自分で行動するのは難しいようです。その殺人事件に抵抗や止めることもできないようです。ひどい事を、その容疑者は言っていたらしいです。「この世に障害者がいなくなったほうが良い。この世から障害者が消えて欲しい」。それは、絶対に差別です。

A:　意外すぎます。
なんで日本では、こんな殺人事件が起こりましたか？
なんで私たち、何も悪いこともしなかった知的障害者が殺されたのですか。
殺された方々はベッドに横になって時間が多いかもしれません、
動きは不便かもしれませんが、彼らはできるところで精一杯、頑張っているでしょう。

Q:　容疑者は「すべての障害者がいなくなって欲しい。」と言いました。
そのことに、どう思いますか？
A:　その容疑者は知的障害者本人ではないのに、どうして知的障害者本人の代わりに、
彼らが生きるか、亡くなるかを決めてしまったのか。
彼は決めるべき人ではないでしょう。

Q:　その容疑者は障害者たちが生きてるのは楽しくないと思いますから。
A:　楽しくないわけではないでしょう。

The person who did this, who took so many away from the world, was cruel, and a fool. Disability does not make you, or I, or anyone, any less of a person. In his blindness and hate, a cruel man took many beautiful, wonderful people from this world, from themselves, from those who are left to mourn them. But his hatred will not win.
So many of you live, scarred, yes, perhaps. But you live. We live. Like trees leaning into the harsh winds off the sea, looking always towards the horizon, I pray that past the pain and grief you can find hope.
We as a species will move past this. We as individuals will move past this, and we will live.
You are strong, even in grief. We are strong, disabled, grieving, loving. You will find strength, and healing, if not today, then another. You and we will never forget those who were taken from us, but someday the memories will hurt less, and the good things will come to you more than the sad ones.

CCD Statement Regarding Attack at Tsukui Yamayuri En, Sagamihara City, Kanagawa Prefecture on 26 July 2016.

The Council of Canadians with Disabilities, a national organization of people with disabilities working for an accessible and inclusive Canada, was shocked and saddened when it learned of the senseless murder of nineteen people with disabilities and injury to 26 other people with disabilities at the Tsukui Yamayuri En, Sagamihara City, Kanagawa Prefecture on July 26 2016. While all acts of murder must be condemned, the mass murder and injuring which took place in Sagamihara City was particularly heinous because, as reported in the media, it was a hate crime against people with disabilities. The perpetrator had succumbed to false eugenic thinking which wrongly holds that disability is a negative characteristic to be eliminated from the human community. Both the mass murder and the eugenic values that motivated it have affected the global disability community. Not only people with disabilities, but all people, and particularly our elected leaders, must speak out in opposition to hate crimes against people with disabilities. Whenever such crimes occur, governments must scrupulously ensure that the principles of justice are followed and that sentences applied that will have a denunciatory and deterrent effect on others in society who may contemplate hate crimes against people with disabilities. Moreover, all nations must work to advance respect for the dignity and human rights of persons with disabilities, which includes the right to life.

I am 1st of all writing this to the relatives of the persons who were killed by this insane attack upon persons with intellectual disabilities living in sheltered facilities. It must be hard to have witnessed this awful act of violence against once dearest members of the families and looking upon the inadequate care system that was not able to provide the necessary protection.

I am 2nd of all writing this as an expression of anger towards a society where there is no respect for the diversity of mankind leading to acts of hate crime. It is an awful World that we are living in.

I am 3rd of all writing this to end institutionalisation of persons with intellectual disabilities because in the society with sufficient inclusion there would be no misunderstanding related to the differences between human beings because then we would be seeing a society in its diversity and respect the differences.
